使用公帑照顧貧困或無助之人，並為其安排工作的建築場所。在美國，此機構興起於十八世紀中期，通常由地方政府、州政府或教區所創辦；在英國，則最早是由修道院管理發放救濟品，後來則由私人慈善團體資助。至於監禁殘疾者、年老的窮人或乞丐，並對其實行感化改正教育的建築物，稱為「貧民習藝所(建築物)」。若是單純只發放救濟品的場所，則稱為「施賑所(建築物)」。

英文....	Buildings housing locally administered public or private institutions for care of the homeless, disabled, and elderly without means; often operated in conjunction with a farm. For earlier buildings where the disabled, elderly poor, or vagrants were confined for reform and work, use "workhouses (buildings)." For places established solely for the distribution of alms, use "almonries (buildings)."

Wordt gebruikt voor gebouwen waar behoeftigen of anderszins hulpelozen zonder andere opvang worden verzorgd en te werk gesteld op kosten van de overheid; werden in de Verenigde Staten halverwege de 18e eeuw ingesteld en meestal gefinancierd door plaatselijke of nationale regeringen of door parochies; in Engeland waren ze aanvankelijk onder het beheer van kloosters voor het uitreiken van aalmoezen maar werden later bekostigd door particuliere liefdadigheidsinstellingen. Gebruik 'werkinrichtingen' voor gebouwen waar minder validen, arme bejaarden of zwervers worden opgesloten voor heropvoeding of correctieve straffen. Voor huizen uitsluitend bedoeld voor het verstrekken van aalmoezen, gebruik 'aalmoezeniershuizen'.
